The city of Norfolk is now starting a very creative (and expensive) campaign to fill up the vacant spaces downtown. They are calling their program ‘Vibrant Spaces’, basically they are offering huge incentives for businesses to move downtown.
Any new business that is willing to move downtown could get a $20,000 grant plus half-off their entire lease.
Currently there are six properties downtown that are available for the incentives.
